Here Mars[1] is the twelfth house's primary ruler. Venus[2] is the secondary

The planet that is either the so-called natural ruler of a house, or the planet that rules the sign on the cusp of a particular house.

Both the house rulers and dispositors - planets that rule the sign in which another planets is placed - can help to uncover the inner relationships and connections in a horoscope.
